First, I'd back up /var/lib/rpm/ and /usr/lib/rpm, just to be safe.

It looks like everything except rpm got updated. A couple of things 
you might try:
I've put the missing file on my server.
http://www.tuxfan.homeip.net:8080/librpm-4.0.4.so
Try putting that file in the proper location. It should be:
$ ls -al /usr/lib/librpm-*
- -rwxr-xr-x    1 root     root       285731 Feb 15 10:31 
/usr/lib/librpm-4.0.4.so
That might let you (re)install the rpm update.

Another possibility, 
Get the updated rpm package, and put it in an empty temporary directory.
Then you can try 'rpm2cpio rpm-4.0.4-7x.i386.rpm | cpio -dim'
That will extract all the files inside the temp directory. Perhaps then 
you can copy the binaries and libs into place.

I'd reinstall the rpm package if you can get rpm working.
