Obviously, you can't do a reinstall if rpm isn't working. ;)

Is this machine partially updated? rpm4.0.3-1.03 should be using 
librpm-4.0.3.so

What is the output of rpm -qa | grep rpm
and
rpm -qa | grep popt

I missed your initial message, did you install or update anything prior 
to this problem?
