Yes I believe so. The trouble started after running up2date which was
supposed to update rpm amongst other things...

rpm-build-4.0.4-7x
rpm-4.0.3-1.03
rpm-devel-4.0.4-7x
rpm-python-4.0.4-7x

popt-1.6.4-7x

Just up2date'ing... I'm certain that's where the trouble started.
