What, exactly, happened this week?

This is a full install, and I keep everything updated. The directory in
which the commands below are run contains all i386 updates. System was
up to date with all rpms as of March 13. Today, added the following
files:

os/i386/gnorpm-0.96-12.7x.i386.rpm
os/i386/imlib-1.9.13-2.7.x.i386.rpm
os/i386/imlib-cfgeditor-1.9.13-2.7.x.i386.rpm
os/i386/imlib-devel-1.9.13-2.7.x.i386.rpm
os/i386/kdeadmin-2.2.2-3.i386.rpm
os/i386/php-4.0.6-15.i386.rpm
os/i386/php-devel-4.0.6-15.i386.rpm
os/i386/php-imap-4.0.6-15.i386.rpm
os/i386/php-ldap-4.0.6-15.i386.rpm
os/i386/php-manual-4.0.6-15.i386.rpm
os/i386/php-mysql-4.0.6-15.i386.rpm
os/i386/php-odbc-4.0.6-15.i386.rpm
os/i386/php-pgsql-4.0.6-15.i386.rpm
os/i386/popt-1.6.4-7x.i386.rpm
os/i386/python-popt-0.6-4.i386.rpm
os/i386/python-popt-0.8.7-7.x.2.i386.rpm
os/i386/rhn_register-2.7.9-7.x.2.i386.rpm
os/i386/rhn_register-gnome-2.7.9-7.x.2.i386.rpm
os/i386/rpm-4.0.4-7x.i386.rpm
os/i386/rpm-build-4.0.4-7x.i386.rpm
os/i386/rpm-devel-4.0.4-7x.i386.rpm
os/i386/rpm-perl-4.0.4-7x.i386.rpm
os/i386/rpm-python-4.0.4-7x.i386.rpm
os/i386/rpm2html-1.7-3.7x.i386.rpm
os/i386/rpmfind-1.7-4.7x.i386.rpm
os/i386/up2date-2.7.46-7.x.2.i386.rpm
os/i386/up2date-gnome-2.7.46-7.x.2.i386.rpm
os/i386/vnc-3.3.3r2-18.4.i386.rpm
os/i386/vnc-doc-3.3.3r2-18.4.i386.rpm
os/i386/vnc-server-3.3.3r2-18.4.i386.rpm

Then got this:

hobson:i386 488 # rpm -Fvh *.rpm
error: failed dependencies:
        poptmodule.so is needed by up2date-2.7.46-7.x.2

Huh? Ok, fine:

hobson:i386 489 # rpm -ivh popt-1.6.4-7x.i386.rpm
Preparing... ###########################################

Alrighty then:

hobson:i386 490 # rpm -Uvh popt-1.6.4-7x.i386.rpm
error: failed dependencies:

        popt = 1.6.3 is needed by rpm-perl-4.0.3-1.03

Ya don't say. Ok, I'll relent and fall back on update all:

hobson:i386 491 # rpm -Uvh *.rpm
error: failed dependencies:

        apel >= 10.3 is needed by semi-1.14.3-8

(#$*%#$@*)

Did anyone else experience this circularity with this week's round of
updates?
