There are many graphical interfaces to dial to Internet. If you installed GNOME, more than probably you are using rp3 for connection. So, start rp3. Then right click over the interface, and choose Configure ppp. Edit the connection you want to use as a regular user.Check for the Advanced tag, and check the box "Let user start and stop connection".
