I configured my dialup using netconfig and start/stop the connection using 
usernetctl. Specifically, I added the modemlights applet to my GNOME panel 
and set it to use these commands:

   /usr/sbin/usernetctl ppp0 up
   /usr/sbin/usernetctl ppp0 down

Or you can use rp3 to control the connection if you have more than one 
dialup configuration.
