No, actually that probably won't help. ;)
 
rpm --help should list it as an option.

It's an alias command and is in the file 
/usr/lib/rpm/rpmpopt-{rpmversion}. Try locate rpmpopt.

It basically runs rpm -q --whatprovides on the rpmdb-redhat database, so 
it doesn't rely on the database of installed packages.

Answering this actually made me realize what the problem is on Wolfgang's 
machine. Details to follow. :)
