I would be tempted to start with the linux router project stuff (whole
system fits on a floppy I understand) or Toms boot disk, and then add
what I wanted.  Is the silicon in the flash going to function properly
at the temps you are going to encounter?  I am assuming Goddard has the
env. chamber to test it before you send it up?  There is an awful lot of
activity in the embedded device market right now so searching on
embedded linux might yield some results.  

Seems like I read that redhat has an embedded development toolkit too. 
Not sure what that means but sounds like small stuff to me.
