The "-F" option to rpm is for "freshen".  It upgrades the package only 
if an earlier version exists.  If you do "rpm -Fvh" on a package that 
is not already installed, then you will see the behavior that you have 
described (command prompt returns immediately with no messages, etc).

Maybe this applies to your situation?  The reason I'm suggest this is 
that you say you've reformatted/reinstalled your system.  Maybe when 
you reinstalled, you didn't include the gcc package (or whatever it is 
that you're trying to "freshen").  What happens if you try an "rpm 
-Uvh" or "rpm -ivh" instead?
