Well, I wrote to the e-mail address that showed in the SPEC file as being
the last one to make changes and here is the response I got:

This is a bug.  A patch had to be added to disable SSL support in the perl
modules, and we forgot to back it out when we enabled SSL later on in the
7 development cycle.  A fixed package, updated to 2.0.7, is available in
ftp://ftp.redhat.com//pub/rawhide/powertools/i386/RedHat/RPMS/.
