Sorry: technical term here. "Short circuiting" does not mean "burning". It
is an electronic procedure that just means making a temporary electrical
connection between two (well defined) parts of the circuit (usually two
connections of an integrated circuit or with jumper changes). Short
circuiting procedure is used in many other situations, such as when you
forget your BIOS password, or you need to unload condensers in video
devices. In the actual case, it will create magnetic fields that will
destroy the data on the disk, but maintaining the physical integrity of the
electronic device. So, when the short circuit  is removed, you can access
the disk as if it was brand new (no partitions, no formating, no data, no
evidence...).

Of course, if you short circuit the power input of the device, or if you
supply 110 V to the HDD, or if you short circuit the incorrect parts of the
electronic board, you may eventually burn the disk, and burning it, as you
appoint, does not necessarily means wiping out data.
