ditto, ditto, ditto. RAM good! SCSI good! Dual processors good!
I'd point out though, that if you can get two machines -- one for a
dedicated DB and another for web serving -- that is often better
performance- (and cost-) wise than a single monster machine intended to
do both. Web servers and database servers have very different resource
utilization patterns, and separating them onto separate hardware is a
very good thing in most cases.
If you choose one machine, consider putting in two different SCSI
controllers at least, and run the database off one and the websites off
another.
