Actually ftpd is usually not running as a daemon, it gets fired up via the
TCP wrappers system and you should make sure that the entry in
/etc/inetd.conf is uncommented.

If you're running wuftpd (which is the package installed by default with
Red Hat) make sure you also check the /etc/ftpaccess and /etc/ftpusers
files.  As a matter of fact, check the manual page for ftpd and you should
find some interesting information there.  And, of course, also make sure
that there is a /home/ftp directory.
