ftp - huh?

All of a sudden when I try to ftp to a machine running linux I get
this....

Connected to 199.1.1.3.
Connection closed by remote host.

Any ideas as to what happened?

I'm getting this when ftp'ing to any machine on my LAN....

The last thing I did was setup IP Masquerading on another machine, but
this happens even when the IP Masquerading machine is off...

any help, suggestions are welcome.
