I am sorry for not describing the problem correctly

What I would like to prevent is that pop users can login with
win9x and use Netscape/explorer and browse my /home/httpd/html/... 
directories.

I want to give that facility for other "non pop" users.

I give free pop accounts, 
and do not want them to consume a lot of my modem time.
