You have several options.  You can check into the Linux Router Project for
a version of Linux that will fit on a floppy.  Firewall/router is about
all it does, but it looks like it does that job well.  Besides, it is
real hard to do much if you do manage to crack a machine that boots from
a read only floppy...  If you want the box to do more, you can do a network
install.  You can export the CD from another machine on the network.

Doing a RedHat install from floppies, without using the network would be
a big project, and probably not worth the effort considering the other
options available.  (But it would be an interesting learning experience,
if that is what you are after...)
