The ? means that it doesn't have a controlling tty which is normal for a
daemon.
As for the first part of your question, I'm not terribly familiar with
named, but I would check /etc/resolv.conf and make sure that there is an
entry like:
nameserver xxx.xxx.xxx.xxx
where xxx.xxx.xxx.xxx is the IP of the nameserver.
But I may be way off :-)
