Doesn't sound like a DNS problem - it sounds like an access problem - take
a look at /etc/hosts.allow and /etc/hosts.deny and see what (if any)
services are allowed/denied. What kind of error message do you see on the
client end when you try to telnet? Also have a look at /var/log/secure and
see if you see any "connection refused..." error messages.
