Reboot, and at the LILO prompt type "linux single" (without the quotes).
Your machine should boot such that you'll end up as root in a text based
command line, rather than X-Windows such as you appear to be used to.
Change the permission of /tmp back. Reboot again and hopefully everything
will be as you prefer.
That said, you really shouldn't have to reboot, but I'm trying to choose
an approach you should be able to easily follow since you don't appear to
have a great deal of experience with Linux yet. I don't intend to insult
your intelligence if that's not the case.
You could also go to a text screen from where you are by holding down the
left Control and Alt keys (they must be the left side keys) and then
pressing the F1 key. From there you can login as root and change the
permissions. Use the Control and Alt keys again along with the F7 key to
return to your stalled X-Windows session. From there you can restart X. I
believe Control-Alt-Backspace will end it for you, although I'm not as
"up" on X as I probably should be.
Finally, there's no need to send multiple copies of your note to this list
in short succession. Relax.
