How about changing the permssions on /tmp back to what they were?
Have you tried that?
In case you have trouble logging in (as the GUI login seems
unresponsive), try changing to another virtual console (Ctrl-Alt-F2
should get you to the second console), where you should get a text only
login. Log in there to fix the permissions.

I don't think so. In fact, I haven't come across *any* problem in my
Linux experience which required a re-install - short of a hard drive
failure, of course.
