I am running icq on win98, which gets to the net via linux masq and a cable
modem (always up). From my point, it works fine. other icq users see me as
going on and off line every min or 2, which makes sending me a message a bit
of a pain for them.

Environment: mandrake linux 2.2.13-22.  I have many win boxes, which get
dhcped by linux; addresses are fairly static, and I can even set dhcp to
assign a specific ip based on host name or something. Only one has the icq
client. I am running samba (don't think that helps).

what may be a similar problem I would like to solve:
I also run pcAnywhere on the winbox, which uses port 15ff and 1600.  I can
connect to exposed clients via the net, but they can't get to me. (big
surprise). other clients are also behind firewalls, which means we can't
connect.  If I could route those ports to the win98 box, that would be
grand.   Then they could connect to my internet ip address, and the linux
box would forward the packets to win98, right?
