And, a little thing called economics. At the current stage of the game, I
don't think there is any removable media, with the exception of say tape,
with the capacity of a dual layer DVD. You could right it to HD, but that
would cost you at least $100 for a cheap drive (probably more) of the size
required.

Sure it is copying. Is it not also copying when you install software? I
believe the current law in the US allows for a person to copy for archival
purposes what they purchase but the law may be different in AU. I have know
people to make a copy of software that was on floppy and use the copy for
installation. (You don't run a risk of damaging your original disk this
way.)
