If you aren't explicitly setting the owner, it's possible that fetchmail, run
from ip-up.local, is running as root. As such, it would try to get root's
mail.
But, as you access across the net, I would guess that the root user is
transmogrified into user nobody, who does not have access to root's mailbox...
