The first paragraph of the man page states:

   How does it work ?
       wmconfig    will   read   all   the   files   located   in
       /etc/X11/wmconfig. It will then read the  files  from  the
       .wmconfig  directory  in the user's home directory. There-
       fore, the user's settings will  override  the  system-wide
       settings from /etc/X11/wmconfig.
