I just think the resources spent trying to make Windows programs run on
Linux could be better spent on writing native Linux applications.  I
think the goal should be to put out such world-class programs, that
Windows programmers spend their time trying to get Linux programs to run
on Windows. (ironically, it would be easier for the Win crowd because they
would get to work with the source code)  For instance, making Outlook98
run on Linux would be okay but it would be static.  But if someone were
to write an Outlook work-alike from the ground-up for Linux, and release
it under the GPL, it would work and grow with Linux.

Also, one of the big problems that's been addressed here before is that
versions of Windows programs are updated so frequently, that it's just
not practical to think that you can base the stability of your productivity
on a Windows program.  Even if a Win32 project was successful, Microsoft
changes their API at a whim.  With a successful Win32-Linux project, they'd
have even more reason to change it.  (I'm not familiar with the OS/2-Win32
project, but I bet they're facing the same problems)
