The only time you need to secure a dns server is if your port 53 tcp is open to the world. So you're gonna have the crowd that will say, don't run it unless you just need to, and the other side that says, it's there, it's useful, why not use it. A personal caching dns server is harmless, and it comes setup like that by default. As for why its not affecting windows.
