I have, however, seen RPMs/programs that needed patches to be buildable as non-root. One example was mutt, as it tries to install a program as group "mail". The "chown" in the Makefile will fail, of course, hence a patch was needed. I then told rpm to set the proper UID/GID on that program upon installation of the RPM.
