Although this is a very reasonable thing to want to be able to do
and it seems quite "doable" in terms of what would be needed in the
kernel there is currently no way to do it in Linux.

Time to add a feature suggestion to the kernel list.

I think that this feature makes a lot of sense in both data center and
desktop environments. (when used with appropriate caution)
