Going from memory, I believe that if any parition on the disk is active,
you will need to reboot.  In other words, if you have a mounted
partition on that physical disk, and then create a new partition on that
same disk, you'll need to reboot. If you don't have any active
partitions on that disk, you're ok.  So, for the most people who usually
only fdisk when adding a new disk, no reboot is necessary.

Try umount'ing all the partitions on the physical disk you're working
with and see if you can get away without the reboot.
