Actually, there have been cases where I had to reboot after using fdisk. It usually happens, if for some reason a partition is involved that is still in use. It's been a while, so I don't remember the details, but when it happens, fdisk will indeed tell you to reboot (or better: It'll tell you,that the kernel will use the old partition table until you reboot).
