Apt can only access so-called "apt repositories". In addition to
serving files by FTP/HTTP, an apt repository also provides meta
information (package lists, package headers, dependencies,...) which
are needed by the apt tools. An ordinary mirror that has not been
turned into an apt repository cannot be used.
