IE is the one screwing things up.
When Microsoft released IE 4.0, they added partiel support for CSS,
which was not finalized at the time.
When the CSS specs were released, Microsft realized that IE 4
did things differently than the CSS specs and decided to keep
compatibility rather than correct their implementation of CSS.

Go read the W3C's page on CSS with the two browsers and look at
the list of links on the right as you scroll up and down the page.
That should convince you.
