If you only mail any particular person once, the harm is small.

I agree it should be the list owner, lest multiple people supply this
service:-( But in the absense of a proactive list owner, a single person
supplying this service is better than none.

Of course people will still ask on the list. But at least they'll _all_ get
answered, and by a robot, which saves human hassle.
