...and his home directory and public_html directories are readable by httpd
(nobody). I solved this by making the user's home and public_html
directories world readable and creating private directories that are
readable only by the user.

I don't like world readable home directories, but haven't figured out a way
to make the directories readable by the user and 'nobody' without giving
'nobody' access to other directories.
