If you have a secondary nameserver, there's no reason you can't add it as
well.

Yes, assuming you have network connectivity.  Take a look at
/etc/resolv.conf for an idea on how it works..

Any chance you tried this before you posted your question?  :)  It
currently works by default.  Simply tell your users to create a
public_html directory in their home directory, and put their local files
there.
