rpm 3.0.x is already installed, so you would need to use -Uvh.

What rpm packages do you have installed?

  rpm -qa | grep ^rpm

IIRC, Red Hat Linux 6.2 update packages made a jump from RPM 3.0.x
to 4.0.x. I can't check the dependencies here, but try
upgrading RPM first, 

  rpm -Uvh rpm*.rpm

then the other packages all at once.
