Oooohhh... 7.2.  Doesn't seem like there's much effor to support that,
given 7.3.  I would suggest installing the update to rpm, first:
https://rhn.redhat.com/errata/RHEA-2002-024.html

And then get 'apt' for 7.3.  You can either get synaptic and its
dependencies at the same time, and install them all, or *just* get apt
and then:
apt-get update
apt-get install synaptic
