I also had trouble with my modem not hanging up properly.  You might try
adding &C1 and/or &D2 to your modem initialization string.  The &C1 causes
DCD to follow the remote carrier and the &D2 will cause the modem to hang
up on DTR drop.  (It also turns off auto-answer on my modem.)
