You have run into the same problem I hit with xemacs.

I have found a way to get RedHat xemacs rpm files to work.

Download the xemacs files that appear in the powertools directory,
and not those that appear in the contrib/i386 directory.  On my system
these installed.

xemacs-el-20.3-3.i386.rpm  
xemacs-info-20.3-3.i386.rpm
xemacs-20.3-3.i386.rpm


I never could get the rpm files in the contrib directory to work as
expected.
