Check out:
http://www.vein.hu/~nagyd/mrbooter.html

>From the home page:

 Key Features

o Supports up to six operating systems on a single PC

   o Supports DOS/Windows, Novell DOS, OpenDOS, Windows95/98, OSR2,
Windows NT, OS/2 v3.0 and v4.0, Linux, FreeBSD, SCO OpenServer
      and even unknown operating systems

o Supports delay time at boot: 1-99secs or infinite (registered
     only)

o Supports system names up to 16 characters long

o Supports password protecting an operating system

o Supports primary FAT partition hiding/unhiding (to eliminate
messing up other primary FAT partitions, or to boot DOS and
Windows systems from a slave harddisk)

o Supports optional beeping when boot menu appears

o Supports command line options (registered only)

o Documentation in English and Hungarian

o A small utility to save your old partition table and boot
     sectors for safety

o Easy to use user interface, small resource requirement

o New DynamicLoader utility, which recognizes installed OSes
     on-the-fly

o A partitioning utility is included for easy harddisk setup
before installing an OS. It's EFDISK!

I have used this with FIPS to install WIN95 to a separate partition
from DOS/WIN3x (although both partitions were on the primary HD). It
does claim to be able to dynamically boot DOS off of the slave HD.
