It can be done, but it is a real pain.  Here are the steps to take:

Install an alternate OS into partition 1 of disk 1.
Using Partition Magic (the textmode version fits on a floppy)
  mark that partition as "Hidden".
Still using Partition Magic, create a second partition formatted
  for FAT.
Install DOS to the FAT partition.  DON'T let it reboot the system
  directly.
When you have to reboot, boot with the floppy again and load
  Partition Magic (again).
Remark the 1st partition as "Hidden".
Install System Commander for your OS loader.  IBM Boot Manager
  won't do what you need.  You need to have the 1st partition
  marked as hidden whenever you boot DOS, but to boot another
  OS, it has to be marked unhidden.
