There's a couple different issues here. First, when you look at the included
commercial software (Metro X, etc.) none of it includes components that would
be included in an application product someone might build and want to
distribute (free _or_ commercially). The point has been made several times by
the Red Hat people that they want to ensure the customers that they will have
no licensing issues to resolve when they build something on a Red Hat
distribution.
Elliot & others have also addressed the point that if they distribute a
configured version of qmail then every change will require re-approval. This
takes time and frustration to resolve, and would apply to even minor changes
and revisions to the package. A less than optimal situation, what with bug &
security fixes, etc.
Maybe the best approach would be a source package, with spec file, etc., and a
checklist or HOWTO that details how to set it up properly for a Red Hat
distribution. You could volunteer... 8^)
