This isn't to do with parallel building of perl packages (I very much
doubt that any of them are even marked with the DPB_PROPERTIES tag to
allow parallel build).. it's to do with increased churn of installed
packages which then result in the machine being locked for pkg_*
operations more frequently (as junking occurs, etc).
