Hi I can not reproduce the behaviour here. After switching to French, I can still download files. But maybe other desktop settings may collide with the downloads. I would check the download folder. What is it called in the Firefox settings (normally /home/<user>/Downloads) ? Does this folder exist in the file system ? Or is it called something else (telechargements or something ?) The latter might collide with the unveil settings.
