Legals has very good "chowdah". It seems to vary by location. The one near MIT in Kendall square seems to be very good consistently (when I have been there). But I think that Union is a notch above the rest, must be some secret ingredient! The historic atmosphere is definitely better, but it can be rather touristy in the summer.
