For the same reason that if an IRS employee give you bad tax advice on
their official help line you're still liable for the "correct" tax.

So, why shouldn't the Canadian official pay the fee?

The story I read said they were given the no fee statement by a
Canadian official who wasn't aware of the U. S. requirement.

I hope the fundraiser helps. According to their blog post of July 11,
the Viking ship was not continuing its Great Lakes journey and was
returning to the Atlantic. They weren't objecting to the amount of the
$400/hour pilot fee, but that they were told at the outset of their
trip
that there wouldn't be a fee. I was looking forward to its visit to
Green Bay.

Thanks for the comments Bob, Mike, Ken…
I just posted the link to a local f-book page, clicked to check the
link, and realized that I had the image display size set at
default, fairly small. I just changed that to allow for larger views…
Ken, I had heard that there was an issue with fees, both for the
Viking ship and also the Spanish galleon, but I hadn’t realized it
was about pilots. One of the music events in Bay City was
redesigned as a fund raiser for the two ships to help them with
what was apparently an unanticipated cost.

Meg and I spent much of yesterday at the local stop of the
triennial Tall Ships Challenge. I am not sure what the Challenge
involves, but for us it was a day amidst vast throngs gawking at
sloops and schooners and one galleon and one Norwegian Viking
longboat. A long line to get into the venue, even longer lines to
get aboard any of the vessels so we passed on that. ’Twas a good
day.
For others near the Great Lakes, note that they will be stopping
also in Chicago, Green Bay, and a few other places.
