I don't keep up with the AMD/ATI side of the business, but on the nVidia side, if you're only doing Photoshop and not stuff like games or rendering or hash mining, fifty bucks ought to do just fine. Something like a GT520 or GT610. From there, you can go up to the best part of a grand if you're nuts. :)
