New studded tires are better on hard ice, but once you've used them a bit, and the studs are starting to get worn down, I'm no longer so sure. And which is safer is also a matter of how you drive. Often when this discussion comes up, it strikes me that the proponents of studded tires have way too much confidence in the studs, so that they would probably be safer without them just because they would drive more carefully.
