Colour negative film doesn't respond to increases in development time, 
and responds really badly to decreases.
Black and white film responds to increases in development by extending 
the mid to high end of the tonal scale, and to decreases by compressing 
the mid to high end of the tonal scale.
The actual speed of the film does not change appreciuably
I don't have enough experience with processing slide film to say for 
sure, but I suspect it works more like B&W film, though on a much more 
limited scale.
