I very much doubt if any third party zoom lens will equal the Pentax FA 20/2.8. The FA 20-35/4 is the best zoom in that range for the Pentax K-mount, and it is a very good performer. (I have both of these lenses). While I haven't got the Tamron I'd be quite surprised if it equals the FA20-35/4.
If you want the best optical/mechanical quality get the FA 20/2.8. If you want/need the added flexibility of a zoom, I'd recommend getting the FA20-35/4 if you can find it.
